Council permits for QLD skip bins

On your own driveway, no permit is needed. The bin sits on private property.

On a road, footpath or nature strip, you need approval from the relevant local government. Brisbane City Council, Logan, Ipswich, Redland, Moreton Bay and Gold Coast each run their own process and set their own fee, and each requires the skip bin operator's public liability insurance details as part of the application.

Asbestos law in Queensland

This is the rule with the most serious consequences, so it's worth stating plainly.

Asbestos containing material cannot go in a skip bin. Not a small piece, not wrapped, not at the bottom under other waste. No operator in Queensland can take it, and no standard disposal facility will accept it.

Homeowners may remove limited quantities of non-friable, bonded asbestos from their own property under Workplace Health and Safety Queensland guidelines, with specific handling and disposal requirements. Friable asbestos and larger quantities must be handled by a licensed removalist. Either way it goes to a licensed facility, not into a bin.

Any structure built before 1990 in Queensland may contain it. Eaves, bathroom sheeting, under vinyl flooring, fences, roof sheeting and shed walls are the usual places. If you're renovating an older home, get it tested before demolition rather than after.

Illegal dumping and the waste levy

Dumping waste on public land, bushland, waterways or a vacant block is an offence in Queensland with significant penalties, and higher ones for commercial quantities. Councils use compliance officers and cameras, and prosecutions do happen.

It also catches people out indirectly. Overloading a bin so material falls out in transit, or leaving waste beside a full bin on a nature strip, can both create problems. Keep the load level with the rim and the material inside the bin.

Queensland also charges a levy on waste sent to landfill. You won't see it as a line item, but it's built into disposal fees, which is why waste type affects your quote so much. Material that gets recovered rather than landfilled avoids the levy, which is a large part of why green waste and clean concrete are cheaper categories than mixed heavy.
